Neon is the fourth most abundant element in the world, in room temperature it is a gas. Neon release is a combination of wind and lightning chakra. The Wind is focused, collecting the neon element, forming it into various shapes and structures. The wind can be formed into spheres, rods, and other shapes. From here a current of lightning is channeled into it. The neon becomes charged and causes a chemicle reaction which forms the neon release. In most chemical reaction a bright light is formed as well as heat. Using chakra The Reza clan is able to control this reaction. Wind and Lightning release chakra can be used close and far off, as well as neon release is. But, the lightning charge must be produced from the user, so all techniques come from the user but can extend further distances. The clan member focuses the wind and keeps it contained, holding the electrical charge and thus the stability of the neon chakra when shot or thrown. When this stability is released the ions will sporadically fly all over the place, bumping into other neon molecules and causing a dispersing effect for those techniques that have an explosion like effect to them.

Neon produces produces a bright light, as well as having burning properties. Because neon is made from wind and lightning style chakra it also has increased cutting properties and slight numbing properties. A strong enough attack will cause a slight burn and numb the limb it touched, making it unmovable for one or two posts. All neon techniques can move at 30mph unless otherwise stated.

The Reza clan first formed awhile ago when people were experimenting with two intangible elements of chakra. The first was lightning, something that can be used for physical and chakra uses. The next was wind, which was stronger than lightning but could add to some of the same attributes as well. The Reza clan tried combining these two but could never seem to figure out how, until one day they did. The wind was focused, containing the chakra and focused the oxygen and other elements into the focused area. Then the lightning was channeled through the the wind, burning it and causing a reaction the created a bright burning light. Each clan member has the choice to choose what color their light is made when they become of age (genin), when they are born it is a dull white. Now the reza clan are spread through out suna, living it up. The neon chakra is sometimes used to harden sand and make huts and houses for the people living their.

As soon as a strike of the hand lands, electricity is poured into the enemy's nervous system, severing the signals and deranging their body control. The target's body moves in any way, except how they want it to move. For the common shinobi, battle, not to mention even just walking, will become impossible. However, the victim can partially overcome the technique if they manage to relearn the connection between their brain and their limbs, as Kabuto Yakushi, being a medical-nin himself, demonstrates. This feat however is not an easy one and takes a high amount of concentration and intelligence. Because she's an expert in medical treatments, Tsunade was able to master this technique.

Description: This technique is a standard ninja skill which allows a ninja to summon an assortment of items that have been stored using fūinjutsu. Scrolls are the most common choice for item storage. When needed, the owner will activate the seals releasing their item or weapon of choice. Scrolls can also be used as ammunition for other weapons or have other seals inside of them, which expands the number of potential tricks a shinobi can use.[1]
Weapons are the most commonly sealed objects. Tenten, a weapons specialist from Konohagakure for example, uses this technique to store her many weapons, making them easier to carry around with her. Toroi of Kumogakure also used this technique to store his shuriken which he used in battle. Puppet masters also use this technique with their puppets either through hidden scrolls in various compartments or a simple seal as a means of increasing their own killing potential as well as hiding useful weapons from the opponent's sight. This can be seen with Sasori's Thousand Hands Manipulation Force.

A wide variety of other things can also be stored in scrolls, to be released when the scroll is opened or under a specific condition. In the manga, this is done with the Water Prison Technique by Kisame Hoshigaki. Along with a medium for his sharks, it was used effectively as a trap, immobilising the persons that tried to read the scroll.[2] In the anime this is seen when Shikamaru summoned a large amount of water, and with Tenten's Exploding Dragon Strike technique.

Description: This is a special "ninja tool summon" that allows the user to seal ninja tools like swords or kunai into a scroll or their clothes beforehand, allowing them to be called upon when needed. The ninja tools can be summoned in an instant just by touching the sealing "marks" which can be drawn anywhere. The greatest advantage of this technique is that the time between taking out a ninja tool, taking the right stance and actually throwing it is greatly reduced. Also when a weapon such as a Fūma Shuriken is summoned, the time needed to throw it can be further shortened by having prepared the weapon in its fully extended form beforehand.
The ninja tools are thrown with the actual speed of a "flash of lightning", ruining the opponent's outset of the battle, and snatching away the initiative. Furthermore, because the summoned ninja tools can remain hidden until right before they are used, if this technique is mastered, there are an exceptional number of possible tactics. A large number of ninja tools can be stored within the sealing marks, which can make the efficiency of this technique last longer.

Description: A kind of fūinjutsu that involves sealing a technique's effects within a specific location. As it is tailored for fire release ninjutsu, it requires a caster well-versed in the exacting art of "Sealing Formulas", as well as in ninjutsu. The jutsu-sealing space in the scroll is left blank, for the formula to be inscribed in with a brush. After performing the needed hand seals, vapour appears from the scroll, and envelops the flames. They are sucked in towards the scroll, and the appearance of the kanji for seal (封) certifies the technique's completion. Once the sealing is performed, the technique's effects cannot be released anew as long as an unsealing technique is not applied. It is an effective technique to circumvent any secondary damage a dangerous enemy technique might cause. It is even capable of sealing the black flames of Amaterasu.

Description: This jutsu produces a powerful seal that is used to block or disturb the flow of chakra in a target. Once the seal is completed, the target will become unconscious and unable to fight for a short time. Orochimaru performed this jutsu to tamper with the seal on the Nine-Tailed Demon Fox. The original seal allowed the Nine-Tails' chakra to seep out into Naruto Uzumaki, but the additional seal disturbs this, preventing Naruto from using the Nine-Tails' chakra or even controlling his own chakra properly. This is because an odd-numbered seal creates an imbalance when placed on top of an even-numbered seal. When Orochimaru later notices that the seal has been removed, he remarks that there are very few ninja capable of doing so.

The rank of this jutsu is A but its chakra cost is a C level. Its just because of its intricacy. Once the attack is unsealed it can be used to power up other attacks or be used in the same way as it was sealed. It doesnt harm whatever it is sealed into. The seal can be written more than once but as long as it doesnt over lap another.

Description: This medical technique forms one's chakra into a small, sharp blade. This can then be used for highly accurate incisions necessary for surgeries and anatomical dissections. Unlike regular scalpels, the chakra scalpel can actually make cuts inside the body without actually creating an open wound, limiting the risks of an infection.
The chakra scalpel can also be used offensively, although it requires great precision to be effective. Because of this requirement, using the chakra scalpel offensively is highly unusual. In heated combat, even the greatest medical-nin won't be able to exert the precision needed to make fatal cuts, but it can still effectively cut muscle tissues and tendons, rendering the target immobile.

In Part II though, Kabuto's skill with this technique was enough to cut through wood and flesh with ease.[1]

Description: When a person has been afflicted by a pathogen or toxin, this medical ninjutsu can be used to draw out the agent and heal the damage. The cause of the illness is first determined by perceiving disturbances in the patient's chakra. Then, using a Chakra Scalpel, an incision is made near the affected part. Using their chakra, the medical-nin pushes a large volume of a medicinal fluid through the incision. The fluid then draws the poison out of the affected part(s) and serves as a medium through which the poison is suspended and then forced out of the person's body. This technique thus removes the poison, while simultaneously repairing the damage caused by the poison.
After the agent is drawn out, it can be used to create an antidote or medicine after it has been analysed. This can then be given to the patient to ensure a complete recovery. This technique requires the utmost care and ability in diagnosis, incising and unmatched chakra control. Therefore, it is considered an extremely difficult technique, even among medical ninjutsu.

It is vital to match the amount of chakra used to the severity of the affliction or injury. This requires a great amount of chakra control. Because of this, only a few highly skilled medical-nin are able to use this technique. In Part II, Kabuto demonstrated the ability to use it a short distance away from the target instead of close contact.[2]
By sending an excess amount of chakra into the patient's body, the user can overload the patient's normal circulation, trapping them in a comatose state. Although this is usually undesirable, Kabuto Yakushi once effectively used this side effect to get Kiba Inuzuka out of his way.

Akki was born into his clan at night, the only light in the doctor's office was was by canflelight. The mother that was giving birth was fading in and out of life. The husband had already died in the war and the family was left to these two. The mother screamed through her contractions and the doctor was a medical nin. He did the best he could, but as he pulled out the child, Akki, the mother took her last breath. The doctor sighed and wiped his brow, holding the child as Akki cried, his eyes purple. The doctor had no choice but to hope for the child's best. Taking Akki to the training academy was the child's best bet.

Akki now lived in the academy. He trained near day in and day out, living by himself had caused his inner perv to manifest itself into more obvious acts. It was the mind's way to keep itself from going insane, but this self protection kind of back fired. The perv would talk to Akki, and give him wet dreams when he slept. And the perv fed off lustful emotions. When Akki allowed those feelings to surface he would try to woo over near any woman near him. This became another training session Akki had to work at to keep his inner perv contained.

Akki had graduated from the academy with ease and had become a genin. He was already becoming an expert with his clan's jutsu. He was on a team with a yamanaka and an inuzuka. The other two thought of Akki as a bit of a crazy person when he would talk to himself. Well he was talking to his inner perv at the time but it seemed like he was talking to himself. The team he was on was placed in a squad, led by a sensei that had no special clan, but had two dojutsu implants, sharingan and byakugan, and they somehow were succesful together. Akki didnt find it very appealing. But something was just off about that guy...

Completing the Chuunin exam Akki had now become a chuunin. The kage at the village at the time had made him a prospect to the chuunin exams and as a messenger between villages. His previous sensei had disappeared and the rest of his group had become chuunins as well. Although Akki didnt know where they have gone he was somewhat proud of himself. Akki had some sort of control over his inner perv, though it wasnt as great as it could be as his emotions still escaped him every now and then. Akki had started getting a re pore with the people in his village.

Akki was appointed by the kage to jounin, having proven himself mission after mission. Akki gladly accpeted. During a stroll out in the woods Akki was attacked. He noticed the person before they attacked, but not whom until they did. When Akki saw the man's face he had a brief moment of shock. It was his sensei from when he was genin. The man ranted and raved by what he "saw". It must have been his sensei's eyes that had caused him to go insane and become a missing nin. The fight wasnt easy, but Akki had his own visual jutsu, and walking in a well shaded area was beneficial to him. Akki took out his old sensei.

Akki had been walking around the village of Sunagakure, closer to the center of the village. As he walked he walked further and further out of the village, till finally he was on the outskirts of the industrial city. The area was dark and covered in shade, a place where one had to be cautious. Akki activated his neon chakra, a specific jutsu to his clan. Images from the area around him, but not ones coming from his own eyes. Akki had learned to seperate these images into their seperate respective selves, and was able to distinguish what from what and from where. He continued walking, feeling his inner perv scratch at the recesses of his mind. He was focusing on keeping this creature that lived within him calm and out of the way. During this he noticed something out in one of the images he had picked up. There was a man following him, and there was something familiar about him. After walking a few more yards the man jumped out and and threw a a few kunai at Akki. As Akki was prepared he dodged pretty easily. Akki turned and looked at the man. He knew why now the man looked familiar, it was his old sensei. The one with one sharingan eye and one byakugan eye. His sensei was rabbling on about some nonsense about future events and a coming of a war. Akki had no idea what was going on but all of a sudden the man shot a fireball at Akki. Akki formed a handsign, and then the fireball seemed to engulf him. The fireball had had dissipated and Akki was nowhere to be seen. The man looked around, his eyes looking in different directions than the others. The man looked down and jumped into the air as Akki's hand reached up out of the ground. The man could see him because of that damn byakugan, then he could predict the movements and react with his sharingan. It was a killer combo, Akk had to act fast to beat his experienced sensei. Akki jumped out of the ground and started performing handseals. The sensei had moved behind one of the buildings to try and stay out of reach from Akki, but what his sensei didnt know was the other elements Akki knew how to use. Akki put his hands together and he disappeared. But he didnt turn invisible, he walked through the building going through it as if nothing was there. The man backed up as he saw what was going on, shocked and flabbergasted at what to do. As Akki emerged he perfomed another handseal and thrust his hands forward. Lightning emerged from his hands and and reached the man after Akki's killing intent did to paralyze him. Now he was fully paralyzed, nothing left to do for him.
